I was in the middle of processing a convict when a random civ showed up and threatened me as shown in the video. Another civ shot him to deny him from further RDM/killing in greenzone. I had a chat with that civ later and told him that it is not allowed to shoot in a greenzone. The guy that threatened me combatlogged later. I waited about 20 minutes after the incident but he was nowhere to be found.
