I was called in as backup after someone in my comms witnessed two rebels take a hobo hostage, I headed there and found one of said rebels. We decided to ziptie him and take him away to interrogate him further, so I asked my gangmember to fetch some zipties. Right after that, Swift simply logged offline to avoid hostile RP.
I didn't manage to get ahold of him after the incident, so unfortunately we weren't able to solve this in TS.

Alrighty well it is quite clear from the fact there are two reports on him within a very short amount of time that he indeed has done this on purpose since he has decided to disregard other rules as well and as such he can explain on an appeal exactly why he thought it was fine to disregard the rules and most likely not even bother reading them in the first place.
