They were lockpicking a car in greenzone that was broken down, i told them to stop countless times and wrote notes like //stop you can get banned for that but they ignored me, after they finished lockpicking the car the tried driving away. The rule they broke was (6.4) You are =not allowed to lockpick or steal vehicles in a green zone
