Please (in detail) describe the incident: This is a follow up from a shoot out between 229 and Ballas, I was not part of it, I attended the incident scene to attend to medical RP. I was leaving an incident scene with a Balla Member I had detained, since there were too many people and too little police on scene I decided to drive to the police station to process him there. In front of the outer parking MRPS I get rammed by a white local vehicle with the comment fuck the Ballas. I try to engage in some sort of verbal interaction, when I already got hit with the first bullets. I got shot so fast that I didn't even press any panic (at least I'm not sure if it even came through), because I did not expect something like this to happen. I had a bigger absence from the server from Feb-June so I'm not really used to the shoot first RP later or never behaviour.

I have not tried to resolve it, since I don't think there is anything to resolve. I'm aware that the shots were not meant for me probably, but then they shouldn't shoot in the first place.

Hi there I was the person that shot you (i think), I say I think because the intention was not to shoot yourself and I am unsure whether this was myself or the passenger in the car.

But to call this situation random is a bit of a stretch, the police force was there for the shootout and saw exactly what happened between the groups 229 and ballas, that there was a shootout in which ballas lost. 

At the start of the first clip that you sent you say "it's not safe here anymore" deeming that your character knew there was a potential danger to herself and the person that she had detained, to further that whilst you were putting him in the car you can see a barrage of 229 characters having a back and forth with Robz the balla member inside the car, which in my opinion should have also increased your awareness of the situation. You're in an area where there was an active shootout and chose to leave the safety of the other officers to drive by yourself to the police station.

It was this opportunity that myself and the other person saw to cause harm to robz, a reminder that this is a person that has been going back and forth with 229 over the last few days disrespecting us over the phone and shooting at us with his other gang members present, for 229 an opposing gang this was a clear opportunity to "kill" robz as he was no longer around other officers or in a area where his gang could still be present.

The fact that you have left an area stating that it's not safe "anymore" and the verbal altercation that was had outside with robz and the fact that the police force saw the shootout between 229 and ballas leads this to still be a hostile situation one that you were aware of before transporting Robz to the police station, other officers inside reminding you that "we need to move" who also deemed the area as no longer safe.

So the attack on robz was something to me that was expected or considered due to the fact that you had all of those reasons above.

Now I also tried to contact you using the OOC chat, you stated that you were going to come and liase after the RP that you were providing I was waiting in the channel for around 40 minutes, we then put a message in the police public to which you stated:

Now why state you were going to liase and then not bother coming, but you spent the time writing out the report first hand, I feel like this situation could have been explained in discord and we both highlight issues that we might have had and then come to some sort of resolve for both people.

Overall the situation was only meant for robz as he had just been shooting at myself and the rest of my gang along with disrespecting us, sending us GPS locations on tweedle and "taunting" 229 into a situation, for myself and the rest of 229 an opportunity to take robz and have a further RP scenario with him and torture and kill him for the things that he had been saying and doing was there.

You were unfortunately caught in the crossfire however I do not deem this situation as random. As you stated yourself you know that the bullets were not meant for you.

That's all fine. But I never engaged in any sort with you lots, except to tell you guys to move away from the car. Yes I transported him, but to kill someone in my opinion needs a bit more than just that. 

To assume I'm collateral damage is just an easy way to get away with shooting. You could have at least verbally interacted before you shot me. Since that never happened, I reported this.

To add further to my point of view: I attended the scene on Forum drive, when no threads were apparent anymore. Many Ballas including Robz were already incapacitated and needed medical attention. I joined the situation to help out. When I came outside, for me it was not obvious who is outside and why people are interested in Robz. I concluded it was to feed on his possible embarrassment by being detained. In no moment I anticipated him being shot again since he was just recovering from a GSW. I have no insight in why he would be hunted down or why I would be followed for this particular Ballas member. Furthermore many of the people surrounding the police cars on forum drive were out of colour. If it was the purpose to eliminate rob it would have been the best opportunity on forum drive, since we were outnumbered. 

The attack in front of a fully manned police station with CCTV doesn't make any sense. You could have even killed him, when I was stopping on their turf to get his seatbelt done. 

All this "beef" with another gang member resulting him being sprayed down again within 1hour of RP inside a police vehicle in front of the police station does not make any sense, let alone to kill another person in crossfire. 

I reported this because the use of shoot to kill as a part of "roleplay" is negatively affecting so many people in the city. This situation could have been resolved in so many interesting roleplay scenarios, but instead some very low quality gang slurs are thrown in the mix and all three start shooting (not just you).

This is very low quality of roleplay for me and finished my RP with Robz right there. And yes it was random because it didn't matter who the police officer was, just that I was in the car with him.

After having a little look into the report, @Kate Anderson I noticed you decided to not go into a liaison, can you explain your thought process behind this, please?

And a question for yourselves, @JosephConway- Why wait to attack at MRPD front gates and not on Forum Drive, knowing that there would be more officers there at PD, including CCTV?

 
The plan was not to do this at the PD, as you stated there is more chance of this becoming a issue for myself.

However we followed her from forum drive and was waiting a good distant before more officers could respond, in the video you can see us following behind her and then driving past her to attempt to cut her off before she got into the main part of the PD.

This was not an intention it was because the chase lead us to the PD, now in RP at the time we had just had a fight with ballas with many many police officers spectating, I was also using my own car so the risk of myself being caught on CCTV doing something was already high so to my character at the time this was not something he was worried about.

At the time we did not attack at forum drive as we had members in the area that were still downed and needed "extracting" doing something like this at forum drive would have caused the area to become even more locked down and risked losing my gang members to the police something that as a gang member in RP we strive to avoid. (during the ballas fight).

I appreciate that this was at the PD but the incident was targetted at a specific person and not a generalised attack on the PD itself, the reason that this happened on the front gates is because we were hanging back in order to avoid being spotted by her and police turning up to the location, we wanted to wait until she was at the furthest possible point before attacking Robz, unfortunately for myself and the passenger she beat us to the front gates before we could cut her off.

We did not want to risk the chance of losing sight/ability to attack robz and prevent him causing more harm to 229 gang members in RP, as once he has gone into custody it would become very hard to get to robz due to the high levels of police that would be involved in his transport due to what had just happened, and due to the timings this happened at the front gates of MRPD.

I didn't go into liaison, first of all because I did not see the purpose behind it, there was no RP between 229 and me at all imo, that needed explaining. Everyone has their reasons for the actions in game, so did I have a reason to carry out the RP process with Robz, since his character and me know each other for quite some time. But it got disrupted by the actions, which I thought would be at least borderline if not against the rules. I'm sorry, but I also want to set a warning example against this kind of tendency (shooting) that seems to be too often happening currently (over a different approach). If it doesn't get reported, nothing is going to change. 

 
I don't unfortunately. when The situation occurred i did not think to clip it. When I realised what had happened i thought it was a simple mistake that would of been corrected and explained via liaison.

Thank you both for taking time to reply to my questions and remaining civil in this report, and for baring with me whilst I have been busy. 


After careful deliberation over the evidence provided, I am firstly going to quote the rule G1.2 -

(G1.2) Random Death Match (RDM) - Attacking another player without engaging in any form of quality roleplay is considered RDM. (eg. Giving enough time for them to comply with your order. “Put your hands up or I will shoot” and countdowns are not considered quality roleplay, please at least attempt to create an interesting roleplay story before considering violence.) - Mass RDM is a permanent ban.
 

@JosephConway- To start with, you are hanging around the initial location antagonizing the PIC Kate is escorting out to her vehicle, then briefly seen behind her POV in the video as she pauses in the middle of the street besides TireNutz to fasten the seat belt of her PIC, and you follow her then all the way back to MRPD before initiating what I can only say is very poor roleplay, with lack of common sense. You say it wasn't an attack on the PD, but the person you was after - yet you would have thought that doing something outside a location that is known to have a heavy police presence would have made you reconsider your actions. 

During this transport time, Kate is alone and you would have had a few possible moments which you could have attempted to get her to stop sooner, to then get access to the PIC to create far better roleplay than what is witnessed in the clip. Ramming into the side of the car, shouting 'Fuck the Ballas' before opening fire at the vehicle is not something I would consider Quality Roleplay, especially from someone who has been part of the community for a while. 

Therefor my decision for which, is as follows;
