At the moment if you get the dog to attack someone it'll just take health off them or one bite incapacitate them. (dog attack not working atm but irrelevant to suggestion)
Instead of the dog incapacitating people, when you set the dog on someone it should ragdoll them instead (similar to the taser affect). This would mean that in long foot pursuits, the dog is actually useful.
General purpose police dogs in real life are able to take down a fleeing suspect and keep them down until officers are able to restrain the individual. I feel this suggestion makes the dog unit a bit more useful, because at the moment, the dogs feels like more of a burden than a useful asset
