Why do at least five cops have to be on in order to rob a bank or fuel station. It's annoying when there are four officers on yet you still can't robe the fuel station

It's to stop people from robbing the banks and fuel stations during the night when no police are on and basically getting easy money as there would be no resistance. There needs to be 5 cops on so that there is a little bit of risk involved so its not just free money
