Same setup, different fps

My setup 

16gb ram

250gb ssd

2tb had

Msi gtx 970

i7 4790k

My friend has the same setup but 8 ram we both ran the same settings but he had 60 fps and I had 20. We were at the same spot in game.  Any suggestions how to fix this?

Dumb question, But have you cleaned your PC? and how long have you had it?

Do you both have the same graphics settings in game?

The same apps open/programmes running?

Same OS/ up to date drivers etc?

Exacrly the same Graphics card set up and OC speeds?

3 times... last time about a month back

I also hope you aren't defragmenting the SSD drive... it's not good for them...

There isn't ONE single program difference? 

Is arma installed on the SD on both?

Has any priority in the task manager been changed on any software? 

Otherwise I cannot think of anything else that could be different...

We would need graphics settings listed etc

Ofc there are some diffence I'm background apps. Nothing in task manager has been changed and I will post my settings tomorrow but they areally all on high and vsync is off. Lately my game has freeze when I fly over the ocean and sometimes when I'm near kavala drug dealer

try turning vsync on, it should stop tearing/freezing/stuttering like that.

manage to get 30fps wich im happy with atm
