Detailed Suggestion:
Show people can rob stores, and after they've done it only police can lock up the store cash register so it can get robbed again. However if police never does this, the shop can't get robbed anymore for the rest of the restart. Give the ability for store owners and store employees to lock up their own cash register so it can get robbed again, and people won't have to wait 12h (max).

- Store owners & employees can RP insurance fraud by robbing their own shop
- It makes more sense for them to be able to lock it back up

- People could abuse this feature
