As I recall from some time ago when Friendly Fire Guy ran a DayZ Epoch server and I was an admin: Towing is a VERY bad idea. 

Mark my words! If you thought the moaning was bad before, when people start getting their beloved vehicles towed and scrapped, there will be bitching like you've never seen before!

The thing is towing vehicles is easier to spot and notice than lockpicking vehicles.

But people will hate it more than lock picking why I know not.
