Vehicle Locking System

Vehicle locking system is very iffy. Sometimes, it can work like a charm. Other times, not so much.

Could hit u to unlock the vehicle, would state "unlocked" but wouldn't be. (and vice versa) 

Another example; It had said I'd locked my vehicle earlier, I'd even tried to get back in it myself to ensure it was locked (which it was), yet a random civ came up and jumped in and drove off.

I believe I have fixed this now, there was a conflict between the anti carjacking and the vehicle locking system. I have rewritten the latter so it should hopefully now apply the same lock to all owned vehicles. Will be looking for feedback on this, as I'm trying to avoid constantly sending a vehicle lock status across the network.
