Vespucci PD Parking

I thin it could be an idea to have parking somewhere near Vespucci PD the 2 main police stations in the city. There is parking outside VSPD just make it so people can park there.

there's a few QOL stuff that would be good to have at Vespucci, i'll probably make a more detailed suggestion later on tonight depending on how busy i am
