I am assuming you are talking about the Prestiege Popup On/Off button. This is the new system implemented last update, allowing you to prestiege and join the "prestiege club" when you reach max level in a profession. This allows you to access a handgun and clothing shop in Kavala, which I believe will contain special items (?). I've heard that the max level for a profession is 1000, so once you reach that you can prestiege.
This system is still new to us all, and there is not much information out here as of yet, but I'm sure there will be more information soon. Be aware that some of the information I wrote here may even be incorrect, this is what I've heard and read.
