IRL they use satellites to track the location then use phone signal to transmit the data to be accessed remotely via a phone/computer (which is why I made it only usable if the vehicle has phone signal) that's how it works already, lower phone signal = less accurate location

removing the rule would allow people to bypass the 15 member limit that non-whitelisted gangs have (unless it was increased but was still 15 or lower)

That's exactly what it already says already... "You found 50 aspirin on the shelf!" I've just changed it to say "You searched the shelf and found 50 aspirin. Don't forget to pick it up!"
