O god you said the words. To be honest even a WL servers suffer from the same problems as a un WL server. 

if the issue is with cops looting downed players then how about the dev team just add an option to allow civ also to loot downed people ?

Im not sure so correct me if im wrong but I believe that sounds and graphics are all client-side so the devs may not be able to make weapon sounds more intense unless they made a sounds pack that users could download and install into there GTA V and FiveM directory
