As said above, the tempest device is only really effective when working in a team with others. A group of 4 or 5 people doing a mining activity benefit hugely from having a tempest device.

I always thing it's better to give something the benefit of the doubt. Lots of the complaints about bounty hunter are at least a few months old, so I presumed they would have been fixed in some way.
