How and why? 

So if the profit came from an alternate source - in the same way that drivers get paid for delivering to your shop for example - then you'd support the idea?  Genuinely interested as it sounds like you're a shop owner so your input is probably more valuable in this area. 

I don't think the money comes out of the owners pocket but tbh if that's the only sticking point then it can be made as a separate entity I'm sure.  At the end of the day it's creating more content for the people in the city, if there is a  cost to that then it can be shared out easily.

The price is whatever the customer is prepared to pay and the supplier is prepared to sell at. Its an economy. There is no set price for a reason.
