1) Allow trackers to work anywhere on the map, not only where there's phone signal.
2) Add a track from callsign option instead of requiring physical access to the garage NPC.
Currently trackers are fairly unhelpful unless the car is in the city as they only work where there is phone signal which is pretty bad imo.
GPS doesn't require phone signal irl and other systems in game such as NHS alerts and dispatches also do not rely on phone signal.
Suggestion 1 would be good in general for trackers and 2 would make them a much more useful feature for factions.
I don't think they'd be OP in that state as they still wouldn't provide live tracking and can be removed etc.
For balance they could also have a less accurate reading when outside of phone signal and or a time delay through the callsign method.
