Lock picking a car with a driver inside

I'm sure there is a reason as to why you cannot lockpick a car when there is somebody in the driver seat but surely it should still be possible. For example if the driver is dead what is to stop you from lock picking into his car to unlock it?

I suggest being able to lockpick a car and unlock it regardless if anyone is in it.

Just a suggestion, I'm open to harsh criticism.

It's possible it just takes a few times (which is a known bug). I've been lockpicked out of a car whilst dead once or twice recently.
