Good idea. Can’t see how it would have any negative impacts as it would only bring more RP. Also +1 for the effort you have put into the suggestion, enables the reader to visualise the idea a lot more! 

Easy +1 Certainly needs to be more legal jobs as there isn’t enough imo. As for crims they are crying out for something to do!! I also think adding more things for criminals to do will benefit the police aswell as the criminals as it gives them more scenarios to deal with not just the same...
