    I am guessing this is for the police? You can go here to check if you are blacklisted. Just put in your SteamID and it will say if you are blacklisted or not.

    Well i remember after the days of stratis life, there was a server (wont name names) that had no whitelisted rebels, just rebel gangs/mafias/ organisations, but a white listed law abiding "corporation" the purpose of the corporation was all in all to make a shit ton of money,

    They did this by being allowed to mine i believe plutonium, which no one else could mine. Worth so much to them, allowed them to buy specific weapons, gear, clothes which only there faction could purchase. The rebels then would have open engagements with the corporation to try and steal there guns, plutonium etc as it was faction specific. 

    you could expand on it so much, they can only do legal runs, have non threatening gear, suits instead of combat fatigues. More business specific, expanding on i suggestion I've heard of a "whitelisted family" doesn't necessarily have to be rebels. The police could add an extra section for a corporation security team. 

    Its just an idea that I've enjoyed in the past, and think it could work and add a new element.

    The possibilities are endless for a new faction

    PMC (private military contractor) - Civilians, police, rebels can pay these people money for protection of assets, personal protection, checkpoint, bank protection

    United Nations - Can fight against rebels, humanitarian aid, human rights violations etc.

    Northern Government - Can have their own laws, elections, police/milita/defence force - creates room for RP such as actual wars where they north and south governments can actual compete for land instead of the generic UNMC style of "I am executing you under bullshit charter".

    Guerrilla organisations 

    Many more i could think of.

    I think adding rebels as WL would be a waste, it takes no real effort in my mind, they'res nothing unique about this and it is a generic thing that other communities have. This is my opinion.
