I fail to see what the big issue is. The police are the police, it would not make sense to have a carrier, the UNMC are a military, that makes sense.

As for it being a dealer like dodgy daves, why would a third party that is not part of an organization have it? Civs don't have aircraft carriers.

UNMC don't even have an airfield long enough to take off a jet.

What I see is that if the police don't get it, than nobody can, which is a massive waste for such an amazing arma asset.
