This was on the discussion radar for the Rules Meeting, however was unfortunately forgotten. After being made aware by Community Members it has now been discussed and changed. Apologies!

Changed:

(8.1) The treasury is where all the gold reserves of the island are kept, robbing this is a big operation and requires some well thought out tactics and plans. It is brilliant for roleplay and also combat and can be very rewarding. However, there are some strict rules.

(8.1.1) There needs to be at least 15 Police officers online, please check this before turning up. The vault is coded so it won’t open if there is less than 15 police online so it will be a waste of your time.

You also may not kidnap the negotiator.

(8.1.4) When the blasting charge has been planted it is considered that any opportunity for negotiation is over. After this the police may try to storm the building with armed police. To:

Heists are a crucial part of the island and need planning before undertaking. There are currently 5 different heists on the island namely, HM Treasury (HMT), International Reserve (IR), Armed Response Weapon Cache (ARWC), Poseidon Drug Stash (PDS) and The Continental (TC). The HMT, IR and ARWC are under Police jurisdiction and are therefore defended by them exclusively, and the same goes for Poseidon with the PDS and TC. There are a few strict rules for these locations

(8.1) General Heist Rules

(8.1.1) Any Police/Poseidon who we find logged out on purpose to bring the number of defenders down under 15 (HMT and TC) or 10 (PDS, ARWC and IR) will be banned. If you need to log out during a known active heist, please inform a member of staff.

(8.1.2) Filling your vehicle up with any content from the heist without going outside the building is not allowed as this is considered exploiting – Permanent Ban

(8.2) The HM Treasury (HMT) and The Continental (TC) are the two biggest heists and there are some specific rules that apply.

(8.2.1)The defending faction will always send in or have on-site an unarmed negotiator who will make themselves known. This is part of the heist. You can either start roleplay with the negotiator or decline negotiations by asking them to leave. You cannot kill them - they must leave, and if killed it is bannable. You also may not kidnap the negotiator.

(8.2.2) When the blasting charge has been planted it is considered that any opportunity for negotiation is over. After this the defending faction may try to storm the building. At this point any combat is not considered RDM. Once the content of the vault is outside of the compound and there has been no combat for five minutes normal server rules apply.

(8.2.3)There needs to be at least 15 members of the defending faction online, please check this before turning up. The vault is coded so it will not open if there are less than 15 defending faction members online so it will be a waste of your time.

(8.2.4) This is your operation with the friends/group members that are there with you. You may not call for backup, only those on site at the beginning of the heist may take part. The whitelisted factions may return after NLR timer is up however civilians may not.
Why:

Slimmed down on the heist rules by combining both the Poseidon and Police rules into more generic rules as well as covering other heists with the new rule 8.1.1 regarding logging out to bring the defender count lower than the coded values in response to recent reports and incidents.

"You may not write inside chat that you are robbing the casino."
"You may not write in sidechat that you are robbing the bank."
This sentence has been removed as it is not relevant, the action of writing about the heist in sidechat breaks rules with regards to metagaming, so is already covered elsewhere.

Additions

(6.3.4) NLR still applies within the static redzones but the NLR timer is only 5 minutes long.

The rules have gotten a fresh coat of paint!
Since the launch of the FiveM GTARP server and the introduction the rules in Los Santos, we have now split the rules into 3 parts,

Community, Arma and GTA rules.

Some rules have been moved around abit and switched places but in general it should all be similar.
Make sure you refresh and read up on these as some have and/or will be changed in the coming days.

This means that if you are communicating to fellow team members via any external methods or phone conversation and you are in audio proximity range of another player (they can hear you, you are restrained or your hands are up), you must hot mic any commands given so the rival player can overhear. This rule does not apply if both sides are engaged in combat together.

(A9.8) Police are not allowed to execute players. This was abolished in UK law in 1965
We have taken the decision to remove the above rules for both Altis and FiveM to further any corrupt police officer storylines. This does not give you carte blanche to go around murdering people. Police officers that murder civilians or criminals will be punished to fullest extent of the law.

Clarification
FiveM: After the Staff rules meeting today it has been officially decided that locking someone inside a gang house is NOT Powergaming. I know people in certain gangs have been banned in the past for this, however this is no longer going to be the case. it is only power gaming when the building is fully inaccessible and the only way to enter is by glitching inside.

Removed

(G2.5) Compliance - If someone complies with your demands you may not kill them, unless they were involved in an illegal transaction. (Sale of drugs/weapons/dirty cash)

(G10.1) All lost MC members must have a microphone and be on Teamspeak. If your microphone is not working or you're not on teamspeak then do not connect to the server
(G10.3) The Lost MC may not willingly give their equipment away. If there is a strong roleplay cause, exchanges can be made.
(G10.4) You must not abuse your role as a Lost MC member to help out your friends.

A couple of rule changes and one additional rule.

Clarifying who can post in a report a player post, added a rule for unban appeals and a few things to common sense.

(C5.1) Common sense - This is an adult community and a lot of the rules come down to common sense. (Swearing at people, trolling people, bullying people, spamming, inappropriate language, signature violation, topic bumping)

(C5.2) Using a questionable avatar or name

(C5.3) Creating threads with the intention to cause issues or drama

(C5.4) Commenting on a report a player thread that is not involving you, or in which you took no active part in the situation featured in the report.

(C5.5) Commenting on a ban appeal that is not involving you.

(C5.6) Using status updates or non member support forum's to talk about or discuss bans

Slight change to the Adult Community intro section to reflect our general policy on age/maturity now that we are a FiveM only community.

unknown.png

Single rule addition to explicitly explain ban evasion

(C1.15) Ban evasion is not allowed - bans apply to the person, not to the account. Creating a new account, or employing any other measure to try to evade a ban will result in the evading accounts being banned, and extension of the original ban. Persistent attempts to evade bans will be met with a community ban.

NLR Changes; All of it can be viewed on the rulespage. RULES PAGE

From

A new life means that your character has lost all previous memories. It still is the character you play, example: You are still a part of the rebels or cops and you still know all your friends. Your character forgets the events and information leading up to their death. The only exception to this is your wanted level. Wanted/Bounty prices are persistent over deaths to enable long winded police chases and bounty hunter chases and without this we wouldn’t have police and bounty hunters tracking down the person with them being on the run for weeks/days. Example: Matt, John and Ben are rebels who try to rob the bank. During a shootout with the cops, Matt and Ben die, John gets arrested and spends some time in jail. When they all meet again, they all would roleplay the situation in a way that they all tried to get away, because they realized that they couldn't handle the situation. Matt and Ben got away, though John got caught. If the players want to have the deaths involved, they might tell stories of other rebels that died there, who were with them initially.

(G4.1) A new life starts, when: Your character has been killed by a player. Your character has died in a RP situation. Your character has dies as a result of an accident.
(G4.2) A new life does not start when: Your character has been the victim of a clearcut case of RVDM Your character has been the victim of a clearcut case of RDM You are downed You disconnect (end of session)
(G4.3) When you respawn: Your character does not remember any previous roleplay situations. Your character does not remember where any of its vehicles outside the garage are Your character does not remember any previous enemies (your killer/robber etc) Your character cannot return to the location of death or be involved in the same situation until the 15 minute NLR timer has expired. Your character does remember their friends & gang members.
(G4.4) When you are revived/downed: You may not actively enter or continue any combat situation for the next 10 minutes. Your character retains all knowledge of the time before they are downed. Whilst downed you may not gather any new information to use once revived. While you are downed you may not divulge tactical information to anyone. Please be mindful that you are heavily injured and should act accordingly, you were downed and have lost the fight, you will not recover instantly. You are in medical custody until an NHS Medic releases you.
(G8.6) If the police station is attacked, the 15 minute NLR will not apply to the Police, attacking the police station is a foolish move and at your own risk.
(G10.6) If the Lost MC clubhouse is attacked the 15 minute NLR timer will not apply to the Lost MC
NEW VERSIONS OF THE RULES BELOW

To:

When you respawn, your character is transported to a hospital. You have no knowledge of what led to the situation that caused you to be in the hospital. You are expected to forget anything that could give you information on how you ended up respawning. Once you respawn, you still remember your friends, vehicles, houses, stashes, etc but have no memory of anyone involved in the situation leading to your respawn. If an altercation has occurred with another player(s) that caused you to respawn, once you awaken in the hospital (i.e. respawn), the feud that caused that player(s) to attack you is settled. If a relationship is directly responsible or is the over-arching cause for your respawn, (e.g. a friendship or lover) the relationship between those character ends with the respawn. The relationship must not be continued immediately after the respawn. The relationship can be rekindled over time with the consent of all parties involved.

(G4.1) A new life starts, after you respawn, when: - Your character has had to respawn in any roleplay situation except as per (G4.2).
(G4.2) A new life does not start if you respawn when: - You have been informed by a member of the staff team via the Game Server, Forums, Teamspeak or Discord due to clearcut cases of RVDM or RDM.
(G4.3) When you respawn and NLR applies: - Your character does not remember any of the previous roleplay situation. - Any feud your character had with their killer(s) is ended. - If your character respawns as an exit strategy from a relationship then the relationship dies with them. - Your character must not return to the location where you died/bled-out for at least 15 minutes. - Your character must not re-enter the situation that caused you to respawn and must excuse themselves from the situation if they accidentally enter it.
(G4.4) When you are downed: - You have been injured to the point that you have been incapacitated and you must roleplay your injuries. You have not yet been killed; this only occurs when you respawn. - When roleplaying your injuries, you must not make direct reference to the in-game respawn timer.
(G4.5) When you have been revived: - You have been given medical treatment and must continue to roleplay your injuries with the medical treatment in mind. - When you are being treated by a medic, you must be mindful that you have just been injured and you must not just run off after you have been revived unless there is a strong roleplay reason to do so. - Your character retains all knowledge of the time before they are downed. - Due to your injuries, you must not enter any combat situation until at least 15 minutes have passed, unless an aggressor forces you into combat, in which case you must still roleplay your injuries. - Due to your injuries, you must not re-enter the combat situation that caused you to be downed, unless an aggressor forces you into combat. Deliberately placing yourself in a position that would re-enter you into that combat situation is not allowed.
(G8.6) If a police station is attacked, the 15 minute NLR does not apply to the Police and they may re-enter the situation at will. Because police stations are assumed to be filled with law enforcement 24/7, as well as CCTV, attacking one is a foolish move and undertaken at your own risk.
(G10.6) If the Lost MC clubhouse is attacked, the 15 minute NLR does not apply to The Lost MC and they may re-enter the situation.

Added

(G8.7) Police Officers of the rank Inspector or higher, or Police Officers within CID or PSD may not roleplay corruption, this rule may not be used to report players and is actioned on a case-by-case basis as determined by Staff/Dev Leads & Management.

(G2.11) Rape, Sexual Assault or ANY perceived non-consensual sexual contact be it through "/me", emotes, voice, etc. MUST be consented to out of character by all parties present and staff made aware of this agreement in a RPUK Discord ticket prior to this RP taking place.
As it stands, there was an onus on the player who was affected by the above to ask for it to be stopped under the sensitive RP rule, this now makes it a specific offense to engage in the act without prior consent OOC. This rule still allows for expanding storylines agreed to out of character, like that which has been seen in Sons of Anarchy, Broadchurch, Bridgerton, Game of Thrones and a number of other TV dramas, whilst also hopefully giving people peace of mind to know this can't happen "randomly" to them.

It is important to understand, as with all rules they occasionally get broken by the uninformed or those that don't care, in that instance the advice given previously to players affected by this remains the same:

Inform them clearly in Local OOC, /me or OOC that they must stop, at which they should stop immediately. If they do not, feel free to logout the server.
This does not mean that you can't report it if you did not ask them to stop. You 100% can report that either publicly in the report a player section or via a discreet staff lead ticket, speak to a staff member to get such a ticket opened.

As it has also come up within the last few days, anyone mocking anyone for pulling that "Emergency Stop" will be met with harsh consequences.
